In Taiwan, if you get into a car accident and you test positive for above a certain threshold for alcohol in your blood, then it's mandatory to install an alcohol lock in your car. The next time you drive, you have to prove to the machine that you are not inebriated. I'm sure that many jurisdictions do that.
