That has been a collective awareness, I believe, in the international community. Especially in Taiwan, a lot of people are now saying, "What can we do then during an escalation of tension?" We don't need to wait for the Ministry of Defense or anyone to tell us what to do. We should be preparing ourselves to the eventual situation of communication loss or whatever tensions.
