It was a document — I think it was Taiping Zhao Shu or something — that has a lot of tech utopianism in it, but I don’t think it’s ever put into practice. If you view it from an admiring, science-fiction-novel kind of way, I think you can definitely root for it. But I don’t think the Taiping Tianguo actually deployed what’s described in the Taiping Zhao Shu to any significant degree.
