It doesn’t really quite matter whether there’s a norm to begin with. It does matter whether this norm-building is conscious, or intentional or not, because otherwise, the incentives cancel each other out. If you do something out of intrinsic motivation and there is an intrinsic order or reward, they tend to cancel each other.
