In any case, what we have done instead is that we controlled this at the borders with quarantining. We use something called a digital fence, meaning that if people break out of their quarantine with their phone, then an automated SMS message is sent to local hostel managers and police so that people can see what really happened. We keep people within quarantine using this way.
