They do a lot of spin offs. If one team does it exceedingly well for a ministerial project, they can get spun off to do this service for many ministries and even the business community. That solves an issue that has been going on for over 30 years, is that is it unfair competition with outside vendors when the III staff are literally co-works with the ministerial staff? Are they in a privileged bidding position?
