vTaiwan is more regulation than law. Only 10 percent or so of vTaiwan ends up in the Parliamentary floor. Mostly, it’s about regulations. That is to say, the law didn’t anticipate this. It doesn’t mean that the law doesn’t permit this, but how to make it work is the level of regulations?
