This is not only digital systems, but also physical systems. It’s not a law, there’s no law that says we must discriminate foreign people versus local people. It’s in the code, and the code is both represents the architecture like in software code, but also just the coded forms. Anything that is something that restricts the possibility of a flow of service is code. This is what Lawrence Lansing called an architecture. The architecture precludes these people from participating.
