The Internet doesn’t have an Army or a Navy. It can’t force any sovereign country to connect to the Internet, and the Internet as a body, it doesn’t even report to the any of the states. The UNITU tried for years to absorb us, but now it’s more of a partnership. Every year, there’s a UNITU Internet Governance Forum. I participated last year in Geneva as a robot.
