The reason why is that before, when we have an evolution case, or now the Referendum Act has passed and we will have referendum cases, if it’s concerning only one ministry, usually they do it really well. If it’s cross-ministry, suddenly it just explains the problem. It never really takes on more responsibility than it already has.
