Yen-Han Peng

Hello everyone, I am Yen-Han Peng (彭彥翰) from the Youth Advisory Council. I am currently the associate conductor of the Chinese Orchestra, and also a PhD student at NTNU's Graduate Institute of Social Education.

This is my first time participating in this meeting. Seeing so many stakeholders present on site, I hope we can clarify our many contradictions and doubts.

To cause such a big stir indicates that some loopholes were exploited; Uber's survival is proof.

I knew I was attending this meeting, so during my last two or three trips abroad, taking taxis in Mainland China many times was taking Uber. I must say Uber's overall image, including marketing and operating model, is indeed far superior to existing taxis in user experience. But I see Taiwan's taxi fleets are also continuously improving.

We must first face this challenge: the reason it presents these challenges is due to our shortcomings.

I feel Taiwan's environment should not block innovative new business models, but I feel the baseline of public safety must be stepped on firmly, including passenger safety and driver safety. So on this safety baseline, Uber must be able to convince everyone that this baseline has been maintained.

To remove any regulations in the future, whether at the driver gate or passenger gate, things must be very transparent and fully understood. Like during the era of mobile number portability, it had to notify you "the call you are making has been transferred to a certain telecom provider."

If taking Uber, you have no way to enjoy whatever insurance, benefits, or safety of current taxis—if passengers are still willing, I think consumers can be given freedom of choice. This is my own feeling about Uber.

Next speaking of taxes: this company cannot account clearly for taxes. I feel this matter is completely unacceptable. Therefore my personal practice regarding Uber is: I will never take Uber in Taiwan, because I cannot accept this matter; but leaving Taiwan, I will definitely ride Uber.

Therefore I think model-wise Uber is very successful and has directly convinced many consumers, but on taxation it is a moral liability.
