
So we institutionalized this process when I became the digital minister in 2016. Any case that has 5,000 people petitioning online can force a response from a minister. So each case, as you say, is a few thousand people. However, throughout the past ten years, I think around 10 million people were involved one way or another in one of those digital participation campaigns. So around half of our population. And also, it enabled people who did not have voting rights -- for example, very young people, immigrants, people who are vulnerable in many other ways -- to finally have a voice and set the agenda for the country even before they turn 18.
