Those 447 citizens in Taiwan deliberated arguments and ideas. In the process, they experienced grief, confusion, hope, distrust and, eventually, trust. The emotional texture of civic life is not a side effect of deliberation. It is deliberation. It is the soil of the garden. And our challenge is to learn how to till the soil.
