We have done that before -- mandating portability. When you switch one telecom to another, you can take your number with you. So the telecoms have to compete on quality, not on capture. We have regulated the freons, the refrigerants that depleted the ozone layer, by making sure that the regulation forces a technological pivot. So some years after signing the Montreal Protocol, any refrigeration company making the old freon would be committing a crime against humanity. We've done all that before, and this is not particularly different.
