
These two, together, allow each community to feel that they own their own social-cultural determination when it comes to language model training, but also incorporate that transcultural translation capability so that when one language or culture gains a certain capability, one can readily cherrypick it into the community if the community so feels, but the agency and sovereignty are held by the Indigenous community, not by the top-down national commission.
